The former Okawa Village Office is the site of Okawa Village in Tosa District, Kochi Prefecture. Okawamura was flooded in the main settlement when the Sameura Dam was completed in 1977. The former Okawamura government office was originally located in a different place, but it is said that it was purposely built at the planned submerged site to express opposition to the dam plan. Although the construction year was unknown, it was speculated that it was built around that time, since it was decided in 1968 that the dam construction would be stopped at the Okawa Village Convention. The negotiations ended in 1973, after which the Hayameiura Dam was completed and the former Okawamura government office was submerged. Normally, it is not visible because it is located at the bottom of the dam lake, but it appears when the water level of the dam lake goes down during a drought. At first glance, it looks like a three-story building, but this was because the first floor was completely buried by the earth and sand, and it was actually a four-story building.
